The Rada proposes to set the subsistence minimum at the level of the actual consumer basket
The Verkhovna Rada has a package of draft laws that return the subsistence minimum to its social nature and allow you to install it at the level of actual consumption (consumer basket). This was stated by the Minister of Social Policy Denys Uliutin during an hour of questions to the government.
We are talking about initiatives №13466-13469, that introduce a separate basic (ore) value for calculating salaries, fines and fees. Removing these calculations from the subsistence level frees up the hands to raise it to the actual level.
Separately, the government proposes in the draft budget for 2026 to introduce new nominal values of the PM starting from 1 January 2026 (general 3209 UAH etc.) are transitional step to the new methodology. The decision is still to be made by the Parliament.
What exactly is on offer
Distinguish between the functions of the PM and the calculated values. PM will be redefined as a social standard that reflects actual household consumption, rather than a «technical» basis for hundreds of charges.
Introduce a basic (ore) value - a separate indicator that will be used in laws for official salaries, fines, administrative fees, etc. This allows raise the PM to the actual level without an explosive impact on the budget due to automatic linkages.
The package also includes point changes, in particular draft law No. 13468 on the Customs Code (part of the systemic amendments for the transition to the new model).
