What has changed since October
Starting from 1 October, the Pension Fund will automatically recalculate housing subsidies for the 2025-2026 season for most current recipients. The calculation is based on the income of the first and second quarters of 2025, and the heating period for subsidies is from 16 October to 15 April. Tariffs for heat, gas and hot water: no increase
The government confirms that in the 2025-2026 season, tariffs for heat and hot water will not increase for households, and a military moratorium is in place. This is enshrined in Law No. 2479-IX (in force during martial law and for another 6 months afterwards). Gas for households: annual «fixed» tariff
«Naftogaz maintains an annual fixed price of UAH 7.96 per m³ for households for the period 01.05.2025-30.04.2026. This helps households plan their spending and reduces seasonal fluctuations in payments. Naftogaz of Ukraine+1
Why we manage to maintain tariffs
The moratorium covers heat and gas for households; the government and partners are strengthening resources for the winter. In particular, Naftogaz has received €300 million from the EIB to purchase gas for the 2025/26 season as part of its winterisation plan following Russian production strikes.
«Expansion» of subsidies: what exactly
The Cabinet of Ministers adopted Resolution No. 1157 of 17.09.2025, which expanded support instruments:
- additional financial assistance for solid stove fuel for IDP families and procedural changes to avoid duplication with assistance from international organisations;
- the timing and mechanisms of payments through the Pension Fund were determined (November-December 2025, depending on the category).
This complements the basic subsidy model for housing and communal services.
Who should apply to the Pension Fund
The application must be submitted by those who: apply for a subsidy for the first time; have changed their place of residence/family composition; have debts; rent housing; are IDPs without registration at their actual address (can be submitted with supporting documents). For the rest of them, an automatic recalculation will be carried out.
And what about electricity
The household tariff has been 4.32 UAH/kWh since June 2024 and is not expected to increase in November, the Ministry of Energy said. At the same time, the moratorium does not directly apply to electricity - the decision is made separately.
What consumers should pay attention to
- Check your Pension Fund of Ukraine/«Diia» personal account and a message from the bank about the subsidy accrual from October.
- Save money during peak hours and plan energy-intensive processes off-peak to reduce the risk of outages in the event of an attack.
- If you heat with solid fuel and have an IDP in your family, check for the possibility of an additional payment under Resolution No. 1157.
