Mobilisation 2025: who is being drafted and how does it affect women in Ukraine

In brief.

In 2025, there is no general «mandatory mobilisation of women». Mandatory military registration applies primarily to women with medical and pharmaceutical education. For the rest, service is voluntary. Registration does not mean automatic conscription: the decision is made on a case-by-case basis and based on fitness.

Who has to register for military service

Women aged 18-60 who have a medical or pharmaceutical education (from a paramedic to a doctor) and are fit for health reasons are registered. Women of other specialities can register and serve only on a voluntary basis.

What has changed in 2025

Starting in the summer of 2025, female graduates of medical and pharmaceutical specialities will be automatically registered with the military upon submission by educational institutions. At the same time, within 60 days after graduation, a woman must personally come to the military registration and enlistment office to undergo a medical examination (fitness) and receive a military registration document. Those who received their education earlier are registered according to the «old» procedure - in person through the MCC.

Does registration mean mandatory conscription

No. Military registration is the recording of speciality and contact details for possible recruitment. Conscription during mobilisation is possible only if there is a need, after a medical examination and taking into account family circumstances. First of all, the state recruits women in the field of medicine, as well as for non-combatant positions.

Travelling abroad

There is no general ban on travelling for women. Restrictions apply to women in the military, women in training or those who have already received a call-up and are subject to reporting for duty. In all other cases, border crossing rules remain standard for martial law.

Liability and fines

During martial law, increased administrative fines are imposed for violations of military registration rules (failure to submit data, ignoring the requirement to report to the TCC within the prescribed timeframe, etc. For citizens, they are approximately UAH 17,000 to 25,500; for officials, they are higher. The final decision is made by the authorised body on the basis of a protocol.

The role of the employer

Companies maintain military records of their employees and notify the MCC of the available medical/pharmaceutical specialists and changes in their data. The MCC's request regarding an employee is mandatory within a certain timeframe.

How the route for women doctors works

  1. Automatic registration after graduation (or personal application if the diploma was obtained earlier).

  2. Arrival at the TCC within 60 days, VLC and determination of eligibility.

  3. Obtaining a military registration document and assignment of a military position.

  4. If required by the state, a call for training/service or reserve.

Warranties and terms of service

Women serve on an equal footing and receive the same social guarantees, payments and benefits as men. Contract service for non-medical specialities is voluntary. Mothers of minor children and guardians are entitled to statutory exceptions and deferrals.

What you should do now

- Check your data (address, contacts, education) and, if you have a medical/pharmaceutical education, comply with the 60-day deadline for reporting to the TCC after graduation.
- Keep copies of diplomas/certificates and medical certificates.
- Employers should streamline the military registration of female employees and establish communication with the MCC.
