Zelenskyy announces full relaunch of ARMA: new head to be elected by end of year

President of Ukraine Volodymyr Zelenskyy declared about complete relaunch of the ARMA, the national agency for finding and managing assets related to corruption and criminal offences. According to him, a new head of the structure will be elected by the end of this year.

Zelenskyy stressed that the ARMA reform is one of the key reforms to strengthen the state's institutional capacity and increase transparency of asset management.

Among the planned steps:

  • updating the manual agencies;

  • Significantly strengthening control over the management of seized assets;

  • introducing new transparency and audit procedures.


Sale of assets of Russian companies

At the same time, the government is starting to prepare for Sale of all assets, The law enforcement agencies have been able to take over the assets previously owned by Russian companies and transferred to ARMA after their arrest or confiscation.

In particular, we are talking about:

  • industrial and logistics facilities;

  • commercial property;

  • corporate rights and business interests.

The authorities claim that the sale of these assets should increase budget revenues and reduce the risk of abuse.


Context.

ARMA is the National Agency of Ukraine for finding, tracing and management of assets derived from corruption and other crimes. The agency has repeatedly been at the centre of scandals due to:

  • questionable management of seized assets;

  • non-transparent tenders for their transfer;

  • conflicts around the agency's management.

The relaunch of the ARMA is one of the expected steps in the anti-corruption reform that the EU and Ukraine's partners have been pushing for.
