Mandatory security, video surveillance and metal detectors to be introduced in Ukrainian schools
The Ministry of Internal Affairs of Ukraine has defined a list of security measures that may be applied in general secondary education institutions.
The relevant Order No. 28 was approved by 8 January 2026, Education Ombudsman Nadiya Leshchyk said. The document regulates both physical security and the use of technical security equipment in schools.
What security systems will appear in schools
In particular, they can be used in educational institutions:
an emergency call system for the police;
video surveillance;
metal detectors for inspection.
These measures are aimed at improving the safety of students and education staff.
Restrictions on video surveillance
At the same time, the order establishes clear privacy rules.
Cameras it is forbidden to post in places of personal use, in particular in toilets and changing rooms.
It is also stressed that security measures should not cause physical or mental suffering to children.

The issue of school safety has become particularly relevant during a full-scale war and the growing threats to civilian infrastructure.
The introduction of technical control systems is seen as one of the key steps to protect the student environment.
