Changes to the rules of movement during curfew

The decision was made against the backdrop of Russia's massive attacks on energy infrastructure and the introduction of a state of emergency in the energy sector.

During the curfew, people were allowed to go to the Points of Unbreakable Bonds

During the curfew, citizens were allowed to to move freely on the streets to get to the «Points of Unbreakability», including at night. This was announced by First Vice Prime Minister and Minister of Energy of Ukraine Denis Shmygal.

The decision was made in connection with the massive attacks by the Russian Federation on energy infrastructure facilities and the introduction of emergency regime in the energy sector.

Coordination of actions and work of headquarters

According to Shmyhal, work has been intensified to ensure maximum coordination of all services in the capital, regions and communities:

  • Headquarters for Emergency Response in the Energy Sector;

  • Headquarters for Emergency Response in the Electricity Systems of Kyiv and Kyiv Region.

The first meetings of both headquarters have already taken place.

Simplifying procedures for the energy sector

The Minister also announced a number of solutions to accelerate the restoration and stabilisation of the power system:

  • The NEURC recommended urgently review and simplify the connection of backup power equipment to the grid as much as possible;

  • the timeframe for reviewing and approving projects has been reduced to 2 days;

  • the terms for obtaining technical specifications and inspection of metering units have also been reduced to 2 days;

  • redistribution of backup equipment between regions, taking into account the critical needs of vital infrastructure.

Electricity imports

Shmygal also noted that «Ukrhydroenergo and Naftogaz of Ukraine» urgently ensure the purchase of imported electricity during the heating season 2025/26 to the extent of at least 50% of total consumption.

«Our task is to work in a coordinated and efficient manner to stabilise the situation in the power system, particularly in Kyiv, as soon as possible,» the Minister concluded.
