Ukraine may ban salary reduction without employee's consent - draft law registered

У Verkhovna Rada of Ukraine registered a draft law prohibiting employers from reducing employees' salaries without their consent. The document concerns amendments to labour legislation to protect the terms of remuneration set out in the contract.

What is proposed to be changed

The draft law proposes to explicitly enshrine the rule that an employer will not have the right to unilaterally worsen remuneration conditions if they are set out in an employment agreement or contract.

First of all, it is about:

  • Reduction in the amount of wages

  • Changing the accrual system

  • revision of payments without the employee's written consent

Committee registration and profile

The draft law was registered at the end of January 2026 and is classified as a social policy. The initiator is a member of the Ukrainian parliament. The parliamentary committee on social policy and protection of veterans' rights has been designated as the lead committee.

Possible consequences of adoption

If the law is passed, employers will be required to agree on any pay cuts with employees separately. Lawyers note that this may increase the protection of employees, but at the same time reduce the flexibility of HR policies for companies in crisis.

The further fate of the initiative will depend on its consideration in committees and voting in the session hall.
