The draft law on civilian firearms is moving forward again.

Draft law on civilian firearms included in the agenda of the Verkhovna Rada

The Verkhovna Rada has included in the agenda of the session a draft law on Citizens' rights to civilian firearms. The document was adopted in the first reading back in February 2022, but its development was suspended due to the outbreak of a full-scale war.

For the second reading, the deputies submitted more than 700 amendments, This significantly complicates and at the same time broadens the discussion of the legislative framework in the field of arms trafficking.

What the document provides for

If adopted, it will be implemented in Ukraine:

  • Unified state register of civilian firearms, where all units will be recorded.

  • Weapon owner's certificate, which will confirm the right to store and carry.

  • Clear rules for handling weapons - the procedure for storage, transportation, wearing and use.

  • Mandatory requirements for training and inspections.

  • There may be restrictions on the types of weapons available to civilians.

Why the issue is relevant now

During the war, the number of weapons in the population increased, and the regulation of this area is still fragmented. Experts point out that the adoption of the law is necessary to:

- Increasing control over civilian weapons,
- preventing illegal trafficking,
- creating uniform rules for all owners,
- simplifying interaction with law enforcement agencies.

Next steps

After the amendments are considered by the committees, the document may be put to a vote in the second reading. If passed, the law will become the first full-fledged regulatory act, which systematically regulates the civilian circulation of firearms in Ukraine.
