The Ministry of Finance presented a new tax package. The document contains changes for individual entrepreneurs, digital platforms, and the taxation of parcels from abroad. The draft law must be implemented by the end of March 2026 to receive an IMF loan.

Key tax changes for individual entrepreneurs

Group 3 sole proprietors will pay 1% of their income. For sole proprietors of groups 1, 2 and 4, the fee will be about 10% of the minimum wage, i.e. approximately UAH 850.

Military duty will remain mandatory even after the end of the war. From 1 January 2027, registration as a VAT payer will become mandatory for individual entrepreneurs with an annual income of more than UAH 4 million.

Taxation of online platforms and parcels

Income tax through digital platforms (OLX, Uklon, etc.) will be reduced to 5%. If the annual income does not exceed €2000, no tax will be charged.

Purchases from abroad up to €45 remain VAT-free. Taxation is introduced on goods worth between €45 and €150.

Budgetary effect and IMF requirements

The new tax package is expected to bring additional UAH 60 billion a year to the budget. Some of the rules will come into effect in 2027, but the package must be in place by the end of March 2026 to receive a $8.1 billion IMF loan.

Context.

The changes are envisaged in a major draft law of the Ministry of Finance. They are part of the agreements with the IMF and are aimed at increasing budget revenues. Final approval of the draft law is expected in the near future.
