«Block all accounts and suspend driving licences» - Fediyenko proposes tough measures against tax evaders
People's Deputy Alexander Fedienko proposed to introduce tougher measures for people who evade mobilisation or military registration: blocking of bank accounts, suspension of driving licences and other restrictions, «It is not profitable to evade». The MP has expressed this opinion in public speeches and interviews.
The purpose of the initiative and the logic of the proposals
According to Fediyenko, the idea is not to punish civilians for no reason, but to create «clear economic and legal incentives» to comply with the law on mobilisation and registration. In his opinion, administrative restrictions would make evasion «unprofitable» and contribute to a fairer distribution of responsibilities during martial law.

Legal experts and human rights activists usually warn that such steps are necessary:
clear legislative framework describing the grounds and procedure for blocking/suspension;
guarantees procedural protection - the possibility to appeal the decision in court;
mechanisms for restoration of rights and access to funds after confirming the legitimacy of the person's actions.
Without these safeguards, there is a risk of violations of constitutional rights and abuses in the application of measures.

If the initiative gains political support, banks and other public services will be forced to develop internal procedures to implement such sanctions. Human rights organisations insist that any restrictions should be proportionate, transparent and temporary, and to provide for prompt judicial protection.
Context: how it fits into existing practices
Ukrainian legislation already contains certain mechanisms of administrative influence during martial law and mobilisation. However, proposals such as blocking accounts or suspending rights would require precise application criteria and coordination between the Ministry of Defence, the Ministry of Internal Affairs, the courts and financial institutions to avoid wrong decisions and negative social consequences.
