Zelenskyy thanks Helsinki for key contribution to US arms supplies
23 October 2025 - President of Ukraine Volodymyr Zelenskyy welcomed Finland's decision to allocate EUR 100 million to the mechanism PURL (Prioritised Ukraine Requirements List) of NATO. This contribution will enhance the supply of critical US weapons to the Ukrainian Armed Forces in the face of escalating Russian aggression.
Finland joins PURL: a strategic step for Kyiv
PURL mechanism launched with the participation of the US President Donald Trump, The agreement between the US, NATO and Ukraine allows the allies to finance the purchase of US weapons for Kyiv. Each shipment costs around $500 million and includes priority needs such as long-range missiles and air defence systems. Finland, which shares a 1,340km border with Russia, has become a key donor, reaffirming its solidarity with Ukraine.
President Zelenskyy said in his Telegram channel: “Finland is contributing €100 million to PURL. This is not just money - it is the lives of our soldiers and a step towards a just peace.” The total amount of assistance from Helsinki to Ukraine has reached €2.9 billion, including 30 military aid packages.
Zelenskyy's reaction and Finland's role in NATO
Volodymyr Zelenskyy thanked the President of Finland Alexander Stubb and the Minister of Defence Antti Hakkanen for a prompt decision. “We expect $3.5 billion in PURL commitments by October, and Finland's contribution is an important signal to other partners,” the head of state stressed. Earlier, Belgium allocated 100 million euros, Lithuania - 30 million, and Luxembourg joined without disclosing the amount.
Finland, which joined NATO in 2023, has been actively supporting Ukraine since the start of the full-scale invasion. In addition to the PURL, Helsinki has provided more than €1 billion in humanitarian and development assistance, including the cost of hosting Ukrainian refugees.
Impact on the frontline and global support
Contributions to the PURL will speed up the delivery of weapons that Ukraine considers critical, including Tomahawk missiles, which were discussed with Trump. Experts predict that the first packages will arrive soon, bolstering defences in key areas. “This demonstrates that Europe will not back down in the face of Moscow's pressure,” analysts comment.
In total, PURL commitments are estimated at $3.5-3.6 billion, with a target of $1 billion per month. The UK is considering joining, and NATO is calling for sustainable funding.
Perspectives and gratitude from Kyiv
Finland's move underscores the unity of the West in countering Russian aggression. President Zelenskyy invited Stubb to Kyiv to discuss further cooperation. “Finland is an example for the world: from words to actions,” he concluded.
