Is Ukraine ready for the heating season amid enemy attacks: the Energy Ministry's response

Despite regular shelling of the energy infrastructure, the Ministry of Energy assures that preparations for the new heating season are going according to the approved schedule, and the volumes of gas stored - including imports - will cover the needs of the population.


1) What the Ministry of Energy says

Deputy Energy Minister Olha Yukhymchuk said during the telethon that preparations are going on as planned: gas reserves are being built up on schedule and in the required volumes, in particular thanks to imports. According to her, this is enough to supply households at the start of the season, despite the risks of attacks.

2) Gas reserves and financing

«Naftogaz attracted a €300 million EIB loan to purchase gas for the winter; the company also reported that its injection target was almost met (target is about 13.2 bcm by mid-October) and that it was expanding import routes to include a share of LNG. These funds should cover part of the season's needs and strengthen energy resilience.

3) Attack risks and the state of the power system

The Ministry of Energy has recorded massive attacks on power facilities in various regions - emergency repair work is underway, while the system is currently balanced and no planned restrictions have been imposed on consumers. At the same time, the government and relevant agencies are practising crisis response and conducting exercises to test the industry's readiness.

4) What it means for consumers

Cities report a high level of technical readiness of their heating companies; in particular, Kyiv has completed the main preparatory work and backup response mechanisms are being strengthened. The general logic of the season is simple: in the absence of new large-scale shocks, the winter looks manageable, but citizens are advised to follow official announcements and be prepared for ad hoc solutions in the event of emergency events.
