Part of Kyiv may be evacuated in case of complete blackout - «Suspilne»
«Suspilne informs that in case of complete blackout in the capital may be held partial evacuation population. The relevant document has already developed and approved The City Defence Council.
At the same time, the Kyiv City State Administration claims that the evacuation of the population not provided, However, they acknowledged that they had plans for an organised exodus in case of active hostilities or a sharp deterioration in the security situation.
Details of the document
According to journalists, the approved plan provides for:
Possible displacement of people from areas that may be left without heat and water in the event of a prolonged blackout;
identifying places for temporary accommodation of the population;
a mechanism for deploying evacuation routes and transport;
Coordination with central authorities and rescue services.
The KCSA explains that the document should precautionary nature, and there are currently no grounds for its implementation.
Context.
Following Russia's massive attacks, Ukraine's energy system is operating under heavy load. In Kyiv and other regions, stabilisation and emergency blackouts are being recorded.
In 2022-2023, the possibility of evacuating part of the population in case of prolonged blackouts was already discussed, but no practical implementation was required.
The Kyiv authorities emphasise that they are preparing various scenarios solely as an element of civil protection.
