Lithuania stops transit of Russian oil to Kaliningrad from 21 November

«The decision was made taking into account the sanctions regime and risks for the company. From 21 November, the transportation of oil and oil products to Kaliningrad will be suspended,» Lithuanian Railways said in a statement.
Sanctions context
US and UK sanctions imposed in autumn 2025, provide for secondary restrictions for companies that transport or insure the transportation of Russian oil in excess of the established «price limit».
As a result, Lithuanian operators cannot continue transit, as it is risks violating international financial regulations and lead to asset freezes.
Moscow's reaction
Russian officials have already called Vilnius« actions »hostile« and said they are looking for »alternative supply routes".
However, experts note that Kaliningrad remains an isolated enclave, and it will be difficult to replace the land route through Lithuania even with sea freight.
