Russian shelling damaged 8.5 GW of generation in Ukraine since October 2025

As a result of Russian attacks since October 2025, Ukraine has damaged 8.5 GW of generating capacity, mainly on thermal and hydroelectric power plants. This was stated by the Minister of Economy Alexey Sobolev.

According to him, a significant number of energy facilities have already been restored, but they were repeatedly subjected to destruction during the new shelling.

Recovery instead of protection

Alexey Sobolev stressed that protection of energy facilities would be much cheaper, rather than constant recovery from shocks, but the key problem remains Lack of air defence systems.

«The facilities were restored, but they were destroyed again. This cycle is repeating itself,» the minister said.

Record imports and generator operation

Due to the loss of generation, Ukraine is now imports a record 1.9 GW of electricity from Europe. In parallel, more than 1 GW of generating capacity, set by the business.

Against the backdrop of severe frosts and new attacks thousands of households in Kyiv, Dnipro and Zaporizhzhia are left without electricity, water and heating.

Urgent needs of the power system

According to the Minister of Economy, Ukraine has an immediate funding requirement of $1 billion. The funds are needed for:

  • procurement new generating equipment;

  • deployment mobile substations;

  • moulding reserves and strategic stocks.

Russia is systematically attacking Ukraine's energy infrastructure in order to destabilisation of the economy and civilian life, The risk of new large-scale blackouts remains, especially in autumn and winter.
