Macron announces creation of a working group to finalise security guarantees for Ukraine

President of France Emmanuel Macron announced the creation of a special working group to finalise security guarantees for Ukraine. He said this after a meeting of the countries of the Coalition of the Willing.

The group starts working on 26 November. The co-chairs will be France and the United Kingdom.

The United States joins the mechanism for the first time

Macron stressed that it is particularly important that The United States will participate for the first time in such a security assurance mechanism. The process will also involve Turkey, which expands the format of the future document.

What the working group should determine

According to Macron, the group should:

  • define format of security guarantees,

  • agree mechanisms for their provision,

  • reconcile obligations of each state,

  • finalise the final document for further consideration at the leadership level.

Specific contributions - in the coming days

Participating countries are to submit their proposals in the coming days. These include defence supplies, financing, training missions, intelligence capabilities and long-term support for the Ukrainian army.

Paris emphasises that the goal is to create A reliable and legally enforceable mechanism, The programme will provide Ukraine with sustained support during the war and after it ends.
