MPs propose to increase the minimum pension for disabled people to UAH 25,000 in 2026

People's deputies registered in To the Verkhovna Rada of Ukraine draft law №14330 «The Law of Ukraine „On Amendments to the Law of Ukraine “On the State Budget of Ukraine for 2026», which proposes to significantly increase the minimum pension for persons who have lost their ability to work.

Key changes to the document

The draft law provides for the following amendments to the state budget for 2026:

  • у Article 7 It is proposed to replace the minimum pension indicator with 2 595 UAH on 25 000 UAH;

  • у Article 15 - increase the amount of transfers to the budget from «not less than 146 billion UAH» to «not less than 176 billion UAH»;

  • The relevant changes are planned to be introduced to Annexes 1 and 3 of the law.

Rationale

The explanatory note states that the current minimum pension amount does not correspond to the realities of life and does not provide basic living conditions. The aim of the initiative is to establish a fair level of the minimum pension, The amount of money is sufficient for the minimum possible living conditions.

According to the comparative table, the proposed changes mean almost tenfold increase the minimum pension - from UAH 2,595 to UAH 25,000 - specifically for people who have lost their ability to work.

Sources of funding

To cover the increase, the authors propose to increase the transfer National Bank of Ukraine to the State Budget - up to at least UAH 176 billion. At the same time, the subsistence minimum for other socio-demographic groups (children and able-bodied persons) no plans to change.

The document also states that the implementation of the draft law does not require additional budget expenditures and can be financed from reserve funds and international assistance.
