MES prepares new changes for teachers: more workload and fewer surcharges

The Ministry of Education and Science of Ukraine is considering a package of proposals that could significantly change the working conditions of teachers.
We are talking about increasing the workload and revising the remuneration system, including reducing some of the additional payments.

Among the key changes being discussed in the Ministry of Education and Science:

  • increase in the number of lessons and expanding the teaching load up to 22 hours;

  • transition to 36-hour working week;

  • transferring teachers to short-term contracts, instead of long-term ones;

  • cancellation or reduction of a number of surcharges is possible, The current salaries of teachers are included in the salaries of teachers.

The ministry explains that the changes are needed to modernise the education system and optimise financial costs during the war.


Context.

The issue of teachers' workload and remuneration has been discussed in Ukraine in recent years. Educators have repeatedly emphasised that the actual number of working hours is much higher than the official standards.

The Ministry of Education and Science states that final decisions have not yet been made, and the proposals are being discussed with experts and educational organisations.
