NABU uncovers embezzlement of over UAH 90 million during procurement of drones for the Armed Forces of Ukraine
The National Anti-Corruption Bureau of Ukraine and the Specialised Anti-Corruption Prosecutor's Office have uncovered a large-scale corruption scheme in the procurement of drones for the Armed Forces of Ukraine. It was organised by officials of the State Special Communications Service in collusion with representatives of private companies.
30 billion for drones - and tens of millions in pockets
Following amendments to the state budget in 2023, the government allocated UAH 30 billion for the purchase of drones for the army. According to the investigation, one of the heads of the State Special Communications Department planned to embezzle part of the funds by using controlled companies to supply equipment at inflated prices.
Companies imitated competition during market research and created the appearance of «market» prices. Between May and September 2023, 400 drones were purchased DJI Mavic 3 and 1300 Autel Evo Max 4T - at prices that were 70-90% above market prices. As a result, the state suffered losses in excess of UAH 90 million.
Arrests and suspicions
As part of the investigation, more than USD 4 million abroad і UAH 17 million in Ukraine.
A notice of suspicion was served two officials of the State Special Communications Service and two representatives of private companies. The investigation is ongoing, and detectives are checking other possible persons involved in the corruption scheme.
