Minister of Social Policy: There will be no pensions less than UAH 6 thousand in Ukraine

In Ukraine. No one will receive a pension of less than 6 thousand hryvnias. This was stated by Minister of Social Policy Denys Uliutin, commenting on the government's plans for pension reform.

The main statements of the Minister

About the reform

  • Government preparing for pension reform, the first stage of which may start as early as this year or next year.

  • Full reboot of the pension system will continue about 13 years.

  • The reform will be three-part:

    1. solidarity system;

    2. special pensions;

    3. the accumulative part.

On the principle of “more work, more pay”

  • Those who Worked longer and contributed more to the solidarity system, shall receive higher pensions, than it is now.

  • The pension will directly depend on the amount of unified social tax paid.

About the insurance period

  • The full insurance period will gradually increase to 35 years old:

    • 2026 - 33 years;

    • 2027 - 34 years;

    • then 35 years.

  • If a person is 65 years old does not have at least 10 years of work experience, she will not receive a pension from the PAYG system, but only basic social assistance.

About the basic payment

  • The basic payment will be supplemented by an insurance pension.

  • It should cover the needs of people with insufficient work experience.

  • The amount will be determined by the budget: in 2025 - UAH 2595 (the level of the basic subsistence minimum).

About the unified social contribution

  • UNIFIED SOCIAL CONTRIBUTION not a tax, and part of the salary is set aside for future retirement.

  • According to the minister, benefits or non-payment of the unified social contribution actually mean non-payment of wages.

Demographics and the Pension Fund

  • In Ukraine. about 15 million people receive social benefits, including 10.2 million - pensioners.

  • Currently, the ratio of employees to pensioners is approximately 1 to 1.

  • Pension fund temporarily ceased to be in short supply, in particular through high contributions from military personnel.
