In particular, it includes a temporary refusal to join NATO and a ban on the deployment of foreign military or military bases in Ukraine. The document also considers the creation of a mechanism for long-term monitoring of the security situation.


What the US wants from Russia

In exchange for these conditions, Washington expects Russia to give guarantees of non-aggression against Ukraine in the future and to refrain from threatening other European countries. Such guarantees are proposed to be issued in a multilateral format to ensure their effectiveness in the long term.


The position of the Trump administration

A source in the US administration told WSJ that Donald Trump does not consider the return of all the temporarily occupied territories to Ukraine to be its task within this peace concept. This actually means that the US is ready to discuss the partial preservation of the Russian occupation, which may cause significant resistance both in Ukraine and in the EU.


Kyiv's reaction

Ukraine has not yet officially commented on the details of the proposed plan. Earlier, the Ukrainian authorities have repeatedly stressed that the issue of territories cannot be a subject of bargaining, and that any agreement to end the war is possible only in compliance with international law and respect for territorial integrity.
