Ukraine proposes large-scale taxi reform: what will change for drivers and platforms

The Ministry of Communities and Territories Development of Ukraine has proposed comprehensive reform of the taxi market, which changes the rules of operation for drivers, online platforms and classic carriers. The relevant draft has been published for public discussion.

Legalisation of self-employed drivers

The project introduces a new concept - the «self-employed carrier». We are talking about an individual without the status of an individual entrepreneur, which will be able to legally provide taxi services.

Instead of licences, it is proposed:

  • introduce paid electronic certificate;

  • Cost -. 1 subsistence minimum for 2 years;

  • work is allowed exclusively through digital platforms (mobile applications).

Requirements for drivers

To be eligible to carry passengers, a driver must:

  • be over 20 years old;

  • have a driving licence of the category «B» with experience more than 2 years;

  • undergo an annual medical examination;

  • have no criminal record;

  • mother no more than 5 traffic fines over the past year.

New responsibilities for platforms

Online platforms such as Uklon, Bolt, Uber will be obliged to:

  • check the availability of drivers insurance and transport rights;

  • in the absence of insurance insure the driver or disconnect him from the system;

  • comply with the technical requirements, otherwise you will be sent to the list of prohibited platforms.

Changes for classic taxis

For traditional carriers, it is provided:

  • hiring drivers exclusively on the staff;

  • mandatory presence of taximeter;

  • special taxi marking (permanent or magnetic);

  • QR code in the cabin, The passenger will be able to check the driver's data in the state database;

  • cancellation of licences for domestic and international taxi services.

Penalties for violations

The draft law provides for financial sanctions:

  • 8 500 UAH - for the absence of taxi markings;

  • 17 000 UAH - for connecting an illegal driver to the platform;

  • UAH 34,000 - for the platform's failure to meet technical requirements.

What's next

For the new rules to come into force, the project must be approved by the Verkhovna Rada. The document is currently under discussion.
