In 2025, Russia spent on the war against Ukraine approximately 20% more, than was envisaged in the original budget. This was announced by Centre for Countering Disinformation.
Key figures
According to the Russian Ministry of Defence, total military expenditures reached RUB 15.9 trillion (about $198.8 billion), which is 7.3% of Russia's GDP.
Exceeding the planned budget RUB 2.4 trillion (approx. $30 billion).
On average, the Kremlin spends on war 213 billion rubles per week.
Financial context
The CPA notes that the growth in military spending is due to amid a budget deficit and falling oil and gas revenues. Nevertheless, the Kremlin continues to increase funding for the war, prioritising military and imperial ambitions over economic stability.
Pressure on the regions
The regions of the Russian Federation bear a separate financial burden. We are talking about:
payments to contract employees;
compensation to the families of the victims;
treatment of the wounded;
prosthetics and burial.
According to the CPA, for many regions, these costs are already becoming overwhelming, This increases socio-economic risks within the country.
