Context.
Rubio's statements came amid active diplomatic discussions on possible formats for ending the war between Russia and Ukraine. Washington has repeatedly emphasised that any political settlement should be based on the sovereignty and territorial integrity of Ukraine, and not on the Kremlin's ultimatum demands.
U.S. officials also note that Russia's rhetoric of «peace» is often accompanied by conditions that actually mean coercion to surrender.
