Russia switched to targeted strikes on the power system - Nekrasov

First Deputy Energy Minister Artem Nekrasov said that Russia has changed its tactics: instead of massive simultaneous attacks, it is now conducting targeted pinpoint attacks on regions one by one.

Instead of massive attacks, a series of targeted strikes on regions one after another

First Deputy Minister of Energy Artem Nekrasov said that Russia has changed the tactics of attacks on Ukraine's energy infrastructure.
As he noted, if two or three years ago the enemy tried to conduct simultaneous all-out attacks on the network, now Russia Moves to targeted spot attacks - one region after another.

«Russia has changed its tactics - now it strikes at the point», said Artem Nekrasov.

What the new tactics mean in practice

Point attacks are intended to disrupt critical infrastructure in a particular region, causing localised but repeated power outages.
This approach is unlike mass attacks that covered many areas simultaneously:

  • allows the enemy to save resources;

  • makes it difficult to predict the next target;

  • requires a quick response from local emergency crews and mobile repair teams.

«This is more about the systematic depletion of the grid and the stretching of energy resources,» the ministry added.

How energy services are responding and what they will do next

The Ministry of Energy and grid operators are accelerating resilience measures:

  • deployment of mobile repair teams in critical areas;

  • strengthening the protection of individual substations and transmission lines;

  • Prioritising the restoration of power supply to socially important facilities (hospitals, utilities).

Experts emphasise that a more flexible strategy is needed: quick identification of vulnerable nodes, proactive shutdowns to minimise damage, and coordination with local authorities on temporary energy saving regimes.

Why it is important for citizens

The shift to targeted attacks means that blackouts may be more frequent and longer in certain areas, although the scale of each episode will be smaller. Local administrations and energy companies are calling on citizens:

  • Prepare for possible localised blackouts (stocks of medicines, water, batteries for gadgets);

  • follow the official announcements regarding power supply regimes;

  • implement energy saving measures whenever necessary.
