Hetmantsev and Stefanchuk propose a salary limit for officials
Danylo Hetmantsev, chairman of the Parliamentary Committee on Finance, Taxation and Customs Policy, said that he and Speaker of the Verkhovna Rada Ruslan Stefanchuk had submitted a proposal to the draft state budget for 2026 to set a ceiling on the salaries of officials.
The essence of the offer
According to the initiative, the maximum salary level for civil servants and management of state bodies will be UAH 80 thousand per month. According to Hetmantsev, this decision is intended to ensure a fairer distribution of budget funds and reduce public dissatisfaction with the high incomes of officials during the war.
Who is subject to restrictions
The restriction will apply to ministries, central executive authorities, state agencies, enterprises and institutions, The company is a state-funded organisation.
At the same time, an exception is made for the military, law enforcement officers and other persons involved in ensuring national security and defence. The limit will not apply to them, as they have special conditions of service.

Hetmantsev stressed that «the initiative is aimed at increasing public confidence in the government» and urged MPs to support the provision when voting for the budget. According to him, similar restrictions have been discussed before, but they have never been actually enshrined in law.
