SBU serves notice of suspicion to former Deputy Minister of Social Policy: UAH 23 million in losses to state

The Security Service of Ukraine jointly with the National Police served a notice of suspicion to former Deputy Minister of Social Policy, who, according to the investigation, caused the state losses of over UAH 23 million.

The investigation established that the official embezzled budget funds intended for the implementation of electronic services within the project «E-Social» - a unified information and analytical system for managing social support for the population.

The essence of the case

While in office, the suspect entered into an agreement with a consortium for software development, without ensuring proper verification of the contractor's documents.

Due to official negligence, the tender was allowed to be held by a company that received funds from the state budget, but did not complete the specified scope of work. As a result, the state lost more than UAH 23 million.

Qualifications and penalties

The former official was served a notice of suspicion for ч. 2 Art. 367 of the Criminal Code of Ukraine - negligence in office that caused serious consequences.

The sanction of the article provides for up to five years' imprisonment with disqualification to hold public office and confiscation of property.

Investigative actions are ongoing, law enforcement officers are identifying other possible participants in the scheme.
