Details of the US and EU plan for $800bn of investments in Ukraine after the war published
The US and the European Union have prepared a joint plan post-war reconstruction of Ukraine with a total volume of up to $800 billion. The details of the initiative were published by Politico with reference to the relevant document.
Key parameters of the plan
According to Politico, the financial strategy:
calculated by 2040;
provides for operational 100-day plan launching key infrastructure and economic projects after the end of hostilities;
is focused on long-term economic growth and Ukraine's integration into Western markets.
Relationship to the peace agreement
The recovery plan is part of the 20-point peace agreement, that the US is trying to negotiate between Kyiv and Moscow. The document, according to the publication, provides for availability of security guarantees, without which large-scale investments will not be considered realistic.
The role of the European Union
Separately European Commission plans to allocate to Ukraine an additional €100 billion within the limits:
budget support;
investment guarantees of the new of the EU's seven-year budget, starting from 2028.
These funds are to complement the overall investment package and ensure stable financing in the medium term.
What has changed
Politico notes that in one of the preliminary versions of the administration's peace plan Donald Trump the fund was supposed to be filled $100bn from frozen Russian assets. However, this clause in the final version of the document was excluded.
Context.
The issue of Ukraine's large-scale post-war reconstruction is increasingly linked to security arrangements and a political settlement of the war. Western partners emphasise that investments of this magnitude are only possible if there is stable peace and clear security guarantees.
