TCC employees have no right to detain citizens - statement by Lubinets
Employees of territorial recruitment and social support centres (TCC) have no authority Detain, arrest or detain citizens. This was stated by the Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets.
According to him, such actions are violation of the Constitution of Ukraine and European Convention on Human Rights.

Lubinets emphasised that the authority to detain persons is vested exclusively in law enforcement agencies in cases specified by law.
Any unlawful restriction on the freedom of movement of citizens may be regarded as human rights violations.
