Context.
Recently, Russia has stepped up its attacks on energy facilities in Ukraine, in particular in the capital region. Such attacks are aimed at disrupting the stable operation of the energy system and creating humanitarian risks for the civilian population.
The creation of a separate headquarters should ensure fast decision-making and centralised management in an emergency situation.
