New rules for owners of damaged housing

The Verkhovna Rada has passed a law exempting owners of damaged housing from paying utility bills. The exemption is valid during martial law and for another year after it ends.

No fee will be charged for the management of apartment buildings if the premises are declared unfit for human habitation. The decision applies only to those properties that have received confirmation of unfitness.

Compensation for suppliers

The costs of utility providers will be compensated by the government:

  • of the state budget of Ukraine;
  • international assistance;
  • future reparations from the Russian Federation.

These sources should ensure uninterrupted financing of the industry during the new rules.

Context.

Since the beginning of Russia's full-scale aggression in Ukraine, thousands of residential buildings have been destroyed and damaged. Many remain uninhabitable and need to be restored.

The law aims to support affected owners and reduce the financial burden on them during the war.
