High-rise building destroyed in Ternopil: one of Russia's largest attacks on western Ukraine

On the night of 19 November, Russia carried out one of the most massive combined attacks in the western regions of Ukraine, using both missiles of various types and attack drones.

In Ternopil A multi-storey building was almost completely destroyed. The building has suffered critical damage - it was not possible to save some of the structures, and rescuers continue to dismantle the rubble and search for people who might have been inside.


Implications for the regions

The combined attack affected at least several regions in western Ukraine. Reports of:

  • power outages,

  • voltage drop in the networks,

  • emergency shutdowns, introduced to stabilise the power system.

Power engineers warn that due to the scale of the damage, repeated outages and local restrictions during peak hours are possible.


Context.

The western regions of Ukraine have long been a relatively rare target for massive strikes. However, in recent months, Russia has begun to actively use combined attacks, using a combination of cruise missiles, Shahids and ballistic missile systems in an attempt to overwhelm Ukraine's air defences.

Massive attacks on residential areas and critical infrastructure grossly violate international humanitarian law and qualify as war crimes.
