Ukraine and Romania plan joint production of combat/defence drones

Bucharest and Kyiv agree to quickly launch the production of defence drones in Romania to protect NATO's eastern flank and supply allies.

Joint production to protect the eastern flank

Romania intends to quickly establish the production of defence (combat/tactical) drones on its territory in partnership with Ukraine - both for its own use and for supplying its allies in the EU and NATO. This was stated by Minister of Foreign Affairs of Romania Oana Tsoiu, referring to negotiations with Kyiv.

Why it is necessary - the «drone wall» and airspace protection

The initiative is aimed at strengthening air defences and rapidly establishing a «layered» air defence system for NATO's Eastern Flank, in the context of recent air violations and drone incidents in the region. The idea is also consistent with European initiatives to create a «drone wall».

What they plan to do and who will benefit

According to the Romanian authorities, we are talking about:

  • rapid launch of production at Romanian plants using Ukrainian developments and combat experience;

  • production of drones to protect its own critical facilities and to supply allies in the EU/NATO;

  • technology transfer, staff training and joint supply chains.

Kyiv shares experience - proven combat solutions

Ukraine has already begun to share its practical experience and expertise with European partners: Ukrainian units and industrialists have unique expertise in tactical UAVs, targeting and integration into air defence systems, which was one of the arguments in favour of the partnership.

Funding, timing and political context

The details of funding, investment levels and specific timelines are still being discussed. The initiative has accelerated amid recent drone incidents in Europe, with several countries pushing for an urgent increase in air defence production capacity. Some projects may be integrated into broader European defence programmes.

Possible risks and challenges

Experts warn of risks: logistics, supply of components (secure supply chains), legal issues of arms exports within the EU, and compatibility of standards. Partners must also ensure cybersecurity of production lines and avoid technology leakage.

Bottom line.

Romania and Ukraine are negotiating the rapid deployment of a joint defence drone production line on Romanian territory. The initiative is intended to strengthen the defence of NATO's eastern flank and become an example of practical cooperation between Kyiv and the EU.
