
Ukraine has begun inspecting educational institutions for pseudo-graduate students who use their studies only to defer service.
According to the Ministry of Education and Science, the first results have already revealed large-scale abuses.
How to detect evaders
Universities check through the database EDEBO (Unified State Electronic Database on Education).
The Ministry of Education and Science checks the lists of undergraduate and postgraduate students against actual attendance, defences and reports.
«There are cases when dozens of people suddenly “entered” postgraduate studies without studying or researching. These are classic schemes of evasion,» the agency explained.
A high-profile case in Zaporizhzhia
Particular attention was drawn to A classic private university, which tried to retroactively add about 3,000 people to the USEBO.
Most of them did not have supervisors and did not appear at their defences.
As a result. The Ministry of Education and Science cancelled the licence of the institution and handed over the materials to law enforcement agencies.
«This is the first but not the last case. Inspections are ongoing» the Ministry of Education stressed.
Follow-up checks
Currently, the audit covers public, private and departmental universities, especially those that suddenly increased the number of postgraduate students in 2023-2024.
Special attention is paid to educational institutions with a large percentage of students studying abroad.
