Instead of the idea of conducting an audit of international aid, Kyiv proposed to introduce «full amnesty for actions during the war», This was an unexpected alternative in the negotiations with Washington.

According to the WSJ, during consultations with US officials NSDC Secretary Rustem Umerov expressed support for most of the provisions of the proposed plan.
Nevertheless, the Ukrainian side insisted on adjusting certain elements, in particular, the mechanisms of political settlement and post-war responsibility.
Sources say that the proposal for a «full amnesty» refers to actions during a full-scale war and is intended to minimise internal conflicts and promote transitional justice.
Europe's position
At the same time, the WSJ notes, European leaders are working on their own alternative to the peace plan, which is planned to be presented in the coming days.
Brussels is trying to get Ukraine's consent to participate in this document, but Kyiv has not yet agreed to join.
