Ukrainians will be obliged to exchange driving licences - new bill in the Verkhovna Rada

The Verkhovna Rada has registered a draft law that provides for the mandatory exchange of driving licences. The following will be replaced «perpetual» rights and documents issued for a period of 30 years.

The authors of the draft law propose to unify the documents and limit their validity to 10 to 16 years old depending on the category.

Who should exchange rights

According to the document:

• Certificates issued before 2011, will be replaced at the service centres of the Ministry of Internal Affairs.

• «The »perpetual" rights will expire after a specified transition period.

• The new certificates will be issued with a clearly defined validity period.

Why changes are needed

The explanatory note states that the reform is intended to:

• bring documents in line with EU standards,

• unify the driver registration system,

• improve road safety.
