The war destroyed a third of polling stations and severely damaged the voter register
Russia's war against Ukraine has led to large-scale destruction of the electoral infrastructure and caused significant damage The State Register of Voters. This was stated by the First Deputy Chairman of the Verkhovna Rada Alexander Kornienko.

У Central Election Commission reported that as at 25 December 2025 in Ukraine are accounted for 33,174 polling stations, of which:
521 polling stations - ruined without the possibility of recovery;
1,391 polling stations - damaged, but subject to repair;
6,472 polling stations - are located on temporarily occupied territories, There is no information on their condition;
52 polling stations - have an indeterminate degree of damage.
Thus, More than a third of polling stations are not actually ready for voting.

Kornienko also drew attention to the problem of mining. According to him, about 140 thousand square kilometres mined, which is approximately 23% of the territory of Ukraine. This creates additional risks for the safe organisation of the electoral process.
