UAH 1.6 million was embezzled on maintenance of traffic lights and street lighting in Vinnytsia region

Prosecutors Vinnytsia Regional Prosecutor's Office notified the head of the Service for Restoration and Development of Infrastructure in Vinnytsia region, the head of one of its departments and the director of the contractor company of suspicion.

Details of the case

According to the investigation, the defendants are charged with embezzlement of budget funds on a particularly large scale under martial law, as well as entering knowingly false information into official documents. The actions are classified under Part 5 of Article 191, Part 2 of Article 28 and Part 1 of Article 366 of the Criminal Code of Ukraine.

In December 2022, a procurement was made for the maintenance of national roads, including the maintenance of traffic lights and street lighting. The contract was concluded with a company that, according to the prosecutor's office, did not have the appropriate licence.

Context.

During 2023-2024, the contractor systematically overstated the cost of electricity in monthly certificates of completion by approximately 20%, including expenses not included in the budget. As a result, UAH 1.6 million was embezzled from the budget over the two years of the contract, during the period of Russia's massive attacks on Ukraine's energy infrastructure.

Investigative and procedural actions are ongoing. The issue of choosing a measure of restraint for the suspects is being decided.
Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by a court verdict.
