Russia is preparing a new law that will significantly restrict the use of foreign artificial intelligence models. We are talking about ChatGPT, Claude, Gemini, and other services. The initiative envisages the creation of a closed ecosystem of «permitted» AIs.

New restrictions for foreign AIs

Russia plans to restrict access to popular foreign models artificial intelligence, such as ChatGPT, Claude, Gemini. This was reported by the Russian media. The bill was developed by the Ministry of Digital Transformation of the Russian Federation. The document provides for strict rules for the creation and use of AI in the country.

Closed ecosystem and FSB certification

According to the initiative, a closed ecosystem will be formed in Russia, where only proven models will be allowed. Neural networks will be divided into two types:

  • «sovereign» solutions are entirely Russian;
  • «trusted» - foreign models after certification.

«Trusted» models will be able to be used in the public sector and critical infrastructure only after certification by the FSB.

Context.

Russia has repeatedly restricted access to foreign digital services. The authorities explain this by citing security and sovereignty issues. Global leaders in AI - OpenAI, Google, Anthropic - have no official presence in Russia.
