transport situation during peak hours.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"670\" data-end=\"812\">Similar models of temporary traffic restrictions have previously been used in some cities around the world during environmental crises or traffic congestion.<\/p>\n<h3 data-section-id=\"2owfc9\" data-start=\"814\" data-end=\"847\">Is it realistic to implement the system<\/h3>\n<p data-start=\"849\" data-end=\"963\">At the same time, the mayor acknowledged that the implementation of such an initiative is difficult from an organisational and legal point of view.<\/p>\n<p data-start=\"965\" data-end=\"1083\">Therefore, we are considering an option under which the system could operate <strong data-start=\"1024\" data-end=\"1051\">on a voluntary basis<\/strong>, without severe penalties.<\/p>\n<h3 data-section-id=\"1mtmuhe\" data-start=\"1085\" data-end=\"1096\">Context.<\/h3>\n<p data-start=\"1098\" data-end=\"1156\">The problem of congestion in Ukrainian cities is
