The report was presented to the Kenyan parliament.<\/p>\n<h3 data-section-id=\"qtfdl9\" data-start=\"446\" data-end=\"473\">Details of the intelligence report<\/h3>\n<p data-start=\"475\" data-end=\"718\">According to the report, <strong data-start=\"492\" data-end=\"521\">as of February 2026<\/strong> at least <strong data-start=\"533\" data-end=\"586\">89 Kenyans were directly on the front line<\/strong>. At the same time, the Kenyan government has previously reported that since the beginning of the full-scale war, approximately <strong data-start=\"694\" data-end=\"717\">200 citizens of the country<\/strong>.<\/p>\n<p data-start=\"720\" data-end=\"748\">The document also states:<\/p>\n<ul data-start=\"750\" data-end=\"899\">\n<li data-section-id=\"fjyyj0\" data-start=\"750\" data-end=\"817\">\n<p data-start=\"752\" data-end=\"817\"><strong data-start=\"752\" data-end=\"763\">35 people<\/strong> were sent to military training camps in Russia;<\/p>\n<\/li>\n<li data-section-id=\"1n90cn0\" data-start=\"818\" data-end=\"853\">\n<p data-start=\"820\" data-end=\"853\"><strong data-start=\"820\" data-end=\"831\">39 people<\/strong> were injured;<\/p>\n<\/li>\n<li data-section-id=\"7582zz\" data-start=\"854\" data-end=\"899\">\n<p data-start=\"856\" data-end=\"899\"><strong data-start=\"856\" data-end=\"867\">28 people<\/strong> are considered missing.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"901\" data-end=\"955\">The fate of the rest of the recruits is not reported in the report.<\/p>\n<h3 data-section-id=\"natf2t\" data-start=\"957\" data-end=\"996\">Recruitment schemes and possible actors involved<\/h3>\n<p data-start=\"998\" data-end=\"1090\">Kenyan intelligence claims that <strong data-start=\"1031\" data-end=\"1070\">recruitment agencies acted in collusion<\/strong> with employees:<\/p>\n<ul data-start=\"1092\" data-end=\"1161\">\n<li data-section-id=\"17khboc\" data-start=\"1092\" data-end=\"1113\">\n<p data-start=\"1094\" data-end=\"1113\">airports in Kenya;<\/p>\n<\/li>\n<li data-section-id=\"nyxwuj\" data-start=\"1114\" data-end=\"1139\">\n<p data-start=\"1116\" data-end=\"1139\">of the immigration service;<\/p>\n<\/li>\n<li data-section-id=\"1prcx8u\" data-start=\"1140\" data-end=\"1161\">\n<p data-start=\"1142\" data-end=\"1161\">of law enforcement agencies.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1163\" data-end=\"1226\">This allowed for the unimpeded transfer of recruits to Russia.<\/p>\n<p data-start=\"1228\" data-end=\"1397\">The report also mentions <strong data-start=\"1256\" data-end=\"1302\">possible involvement of diplomatic missions<\/strong> - the Russian Embassy in Nairobi and the Kenyan Embassy in Moscow to the recruitment process.<\/p>\n<p data-start=\"1399\" data-end=\"1557\">The Russian side had previously <strong data-start=\"1424\" data-end=\"1470\">denied involvement in the recruitment of foreigners<\/strong> for military operations in Ukraine. She did not respond to journalists' request for a new report.<\/p>\n<h3 data-section-id=\"179uy45\" data-start=\"1559\" data-end=\"1592\">Financial promises to new recruits<\/h3>\n<p data-start=\"1594\" data-end=\"1652\">According to intelligence, potential fighters were promised:<\/p>\n<ul data-start=\"1654\" data-end=\"1792\">\n<li data-section-id=\"1i02m83\" data-start=\"1654\" data-end=\"1733\">\n<p data-start=\"1656\" data-end=\"1733\"><strong data-start=\"1656\" data-end=\"1701\">up to Kshs 350 thousand per month<\/strong> (approximately USD 2.4 thousand);<\/p>\n<\/li>\n<li data-section-id=\"103m73r\" data-start=\"1734\" data-end=\"1792\">\n<p data-start=\"1736\" data-end=\"1792\"><strong data-start=\"1736\" data-end=\"1766\">bonuses up to 1.2 million shillings<\/strong> (over USD 8 thousand).<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1794\" data-end=\"1960\">After tightening controls at Nairobi airport, the departure routes were changed: recruits were transferred <strong data-start=\"1902\" data-end=\"1959\">through South Africa, Uganda and other neighbouring countries<\/strong>.<\/p>\n<h3 data-section-id=\"1vc6zwy\" data-start=\"1962\" data-end=\"1984\">Position of the Kenyan authorities<\/h3>\n<p data-start=\"1986\" data-end=\"2041\">The Kenyan authorities have stated that <strong data-start=\"2014\" data-end=\"2038\">the investigation is ongoing<\/strong>.<\/p>\n<p data-start=\"2043\" data-end=\"2188\">The country's Foreign Minister had previously reported on <strong data-start=\"2098\" data-end=\"2133\">cooperation with the Russian side<\/strong> to stop illegal recruitment activities.<\/p>\n<hr data-start=\"2190\" data-end=\"2193\" \/>\n<h3 data-section-id=\"1mtmuhe\" data-start=\"2195\" data-end=\"2206\">Context.<\/h3>\n<p data-start=\"2208\" data-end=\"2438\">Russia is actively engaging <strong data-start=\"2230\" data-end=\"2253\">foreign mercenaries<\/strong> to the war against Ukraine, using financial incentives and intermediary networks in Africa and Asia.
