However, this figure does not reflect the real state of the industry. The main reason for this growth was inflation, not increased consumption.<\/p>\n<p data-start=\"538\" data-end=\"807\">In fact, sales volumes in physical terms declined: sales of medicines in packs decreased by 4-5%. This indicates a decline in the purchasing power of the population and a change in consumer behaviour - Ukrainians are forced to save even on basic medicines.<\/p>\n<hr data-start=\"809\" data-end=\"812\" \/>\n<h2 data-section-id=\"1xrwujy\" data-start=\"814\" data-end=\"859\">Negative profitability and regulatory pressure<\/h2>\n<p data-start=\"861\" data-end=\"1006\">The pharmacy business in Ukraine operates in a financially imbalanced environment. The average profitability of the industry is -4.9%, which means it is actually unprofitable.<\/p>\n<p data-start=\"1008\" data-end=\"1024\">Key reasons:<\/p>\n<ul data-start=\"1025\" data-end=\"1164\">\n<li data-section-id=\"1lo07bz\" data-start=\"1025\" data-end=\"1073\">State regulation of prices for medicines<\/li>\n<li data-section-id=\"1aghdl4\" data-start=\"1074\" data-end=\"1116\">restrictions on back margin for pharmacy chains<\/li>\n<li data-section-id=\"1f72rie\" data-start=\"1117\" data-end=\"1164\">Increase in operating costs in times of war<\/li>\n<\/ul>\n<p data-start=\"1166\" data-end=\"1301\">In such conditions, large pharmacy chains are forced to subsidise some of their outlets, especially in socially important or unprofitable regions.<\/p>\n<hr data-start=\"1303\" data-end=\"1306\" \/>\n<h2 data-section-id=\"1unx3e2\" data-start=\"1308\" data-end=\"1356\">Pharmacy geography: shrinking and uneven<\/h2>\n<p data-start=\"1358\" data-end=\"1459\">As of 2025, there are about 18.1 thousand pharmacies in Ukraine, which is only 87% from the pre-war level.<\/p>\n<p data-start=\"1461\" data-end=\"1514\">The largest losses were recorded in the frontline regions:<\/p>\n<ul data-start=\"1515\" data-end=\"1668\">\n<li data-section-id=\"y8k6ll\" data-start=\"1515\" data-end=\"1567\">The number of pharmacies has decreased by about a third<\/li>\n<li data-section-id=\"yciyx3\" data-start=\"1568\" data-end=\"1618\">Logistical risks complicate the supply of medicines<\/li>\n<li data-section-id=\"1bclqyo\" data-start=\"1619\" data-end=\"1668\">personnel work in conditions of increased danger<\/li>\n<\/ul>\n<p data-start=\"1670\" data-end=\"1779\">This creates risks for the availability of medicines to the population, especially in remote and frontline communities.<\/p>\n<hr data-start=\"1781\" data-end=\"1784\" \/>\n<h2 data-section-id=\"1bv84l2\" data-start=\"1786\" data-end=\"1821\">The social role of pharmacy retail<\/h2>\n<p data-start=\"1823\" data-end=\"1931\">Despite financial difficulties, the pharmacy sector remains a critical element of social infrastructure.<\/p>\n<p data-start=\"1933\" data-end=\"1961\">Main areas of activity:<\/p>\n<ul data-start=\"1962\" data-end=\"2242\">\n<li data-section-id=\"1btn5ba\" data-start=\"1962\" data-end=\"2020\">ensuring the operation of the state programme \u00abAffordable Medicines\u00bb<\/li>\n<li data-section-id=\"1tbr08u\" data-start=\"2021\" data-end=\"2081\">Supporting small communities by preserving pharmacies<\/li>\n<li data-section-id=\"iw1v71\" data-start=\"2082\" data-end=\"2143\">Development of mobile pharmacies for remote locations<\/li>\n<li data-section-id=\"91t3m3\" data-start=\"2144\" data-end=\"2196\">Participation in charitable and humanitarian initiatives<\/li>\n<li data-section-id=\"15xufc4\" data-start=\"2197\" data-end=\"2242\">Assistance to military and medical institutions<\/li>\n<\/ul>\n<p data-start=\"2244\" data-end=\"2339\">In fact, pharmacy retail acts as a stabiliser in the face of the healthcare crisis.<\/p>\n<hr data-start=\"2341\" data-end=\"2344\" \/>\n<h2 data-section-id=\"qqor9g\" data-start=\"2346\" data-end=\"2371\">Market on the brink: what's next<\/h2>\n<p data-start=\"2373\" data-end=\"2521\">The current situation is indicative of a systemic imbalance: the industry is growing in terms of money, but is declining in real consumption and is operating at a loss.<\/p>\n<p data-start=\"2523\" data-end=\"2592\">If the trends continue, the market may face new challenges:<\/p>\n<ul data-start=\"2593\" data-end=\"2768\">\n<li data-section-id=\"6bnakr\" data-start=\"2593\" data-end=\"2646\">Further closure of pharmacies in unprofitable regions<\/li>\n<li data-section-id=\"1rg81n2\" data-start=\"2647\" data-end=\"2679\">Deterioration in the availability of medicines<\/li>\n<li data-section-id=\"1ha550k\" data-start=\"2680\" data-end=\"2727\">Increased burden on government programmes<\/li>\n<li data-section-id=\"18qu08t\" data-start=\"2728\" data-end=\"2768\">market concentration in large players<\/li>\n<\/ul>\n<p data-start=\"2770\" data-end=\"2898\">At the same time, without pharmacy infrastructure, the country risks facing a humanitarian crisis in terms of access to basic medicines.<\/p>\n<hr data-start=\"2900\" data-end=\"2903\" \/>\n<h2 data-section-id=\"hchkd7\" data-start=\"2905\" data-end=\"2916\">Conclusion.<\/h2>\n<p data-start=\"2918\" data-end=\"3141\">The Ukrainian pharmacy market in 2025 demonstrates a paradox: nominal growth conceals a deep structural crisis.
