A working group has been set up in the Verkhovna Rada to review the reservation and mobilisation system. MPs are analysing the number of reserved employees and preparing proposals for changes that could affect businesses and military records. The first legislative initiatives are expected to appear by summer.<\/p>\n
The Verkhovna Rada is actively discussing changes to the system of booking workers. The key areas of discussion include reviewing the number and status of booked employees, as well as verifying the actual need for booking by businesses. The MPs propose to limit the \u00abcriticality\u00bb to manufacturing enterprises only, excluding trade and commercial structures from this list. Particular attention is paid to preventing the so-called \u00abeconomic reservation\u00bb - the illegal preservation of employees from mobilisation based on economic criteria.<\/p>\n
In parallel, changes to the military registration system are being considered. The working group is working on reconciling and merging state registers, as well as strengthening the verification of data on persons who violate military registration. The possibility of introducing new restrictive mechanisms for such categories of citizens is being considered.<\/p>\n
The reform of the territorial recruitment centres (TRCs) is being discussed separately. The proposals include changing the functionality and powers of the TCCs, moving to a more \u00abtechnical\u00bb role of maintaining registers, and reducing the human factor and corruption risks. It is possible to redistribute functions between the TCCs, the police and local authorities.<\/p>\n
