From now on, doctors and healthcare facilities may be held financially liable for unjustified sick leave certificates. Control over the issuance of sick leave has been significantly strengthened.<\/p>\n<h2 data-section-id=\"1qh3rjo\" data-start=\"510\" data-end=\"538\">What has changed in sick leave<\/h2>\n<p data-start=\"540\" data-end=\"691\">On 1 April 2026, Ukraine introduced a new procedure for controlling sick leave. The main goal is to combat fictitious or unjustified payments.<\/p>\n<p data-start=\"693\" data-end=\"716\">Among the key innovations:<\/p>\n<ul data-start=\"717\" data-end=\"873\">\n<li data-section-id=\"951m57\" data-start=\"717\" data-end=\"769\">financial responsibility of doctors and medical institutions<\/li>\n<li data-section-id=\"xfe0aa\" data-start=\"770\" data-end=\"821\">clear rules for the use of paper sick leave<\/li>\n<li data-section-id=\"1ocfjav\" data-start=\"822\" data-end=\"873\">Expanding the powers of the Pension Fund of Ukraine<\/li>\n<\/ul>\n<hr data-start=\"875\" data-end=\"878\" \/>\n<h2 data-section-id=\"fmdzho\" data-start=\"880\" data-end=\"916\">How sick leave will now be checked<\/h2>\n<p data-start=\"918\" data-end=\"1006\">A multi-level control system has been introduced, which significantly complicates the possibility of abuse.<\/p>\n<p data-start=\"1008\" data-end=\"1026\">The main mechanisms:<\/p>\n<ul data-start=\"1027\" data-end=\"1262\">\n<li data-section-id=\"127ze9j\" data-start=\"1027\" data-end=\"1112\">extraterritorial verification - a sick leave certificate can be verified by a specialist from another region<\/li>\n<li data-section-id=\"1ykzybn\" data-start=\"1113\" data-end=\"1193\">automatic monitoring - the system will record a suspicious number of sick days<\/li>\n<li data-section-id=\"vbah97\" data-start=\"1194\" data-end=\"1262\">Checking medical records - analysing the grounds for issuing a document<\/li>\n<\/ul>\n<p data-start=\"1264\" data-end=\"1336\">This helps to reduce corruption risks and strengthen control over doctors.<\/p>\n<hr data-start=\"1338\" data-end=\"1341\" \/>\n<h2 data-section-id=\"bgd453\" data-start=\"1343\" data-end=\"1379\">When paper sick leave is allowed<\/h2>\n<p data-start=\"1381\" data-end=\"1521\">The electronic sick note remains the main document. However, paper sick notes are temporarily allowed in certain cases:<\/p>\n<ul data-start=\"1523\" data-end=\"1680\">\n<li data-section-id=\"jb2uf7\" data-start=\"1523\" data-end=\"1583\">lack of technical capability (blackout, system failure)<\/li>\n<li data-section-id=\"e3t4og\" data-start=\"1584\" data-end=\"1621\">for part-time employees (certified copy)<\/li>\n<li data-section-id=\"1yiwetc\" data-start=\"1622\" data-end=\"1680\">for individual entrepreneurs and self-employed (copy certified by a medical institution)<\/li>\n<\/ul>\n<hr data-start=\"1682\" data-end=\"1685\" \/>\n<h2 data-section-id=\"1yns0sq\" data-start=\"1687\" data-end=\"1725\">Who will be responsible for violations and how<\/h2>\n<p data-start=\"1727\" data-end=\"1801\">The new rules provide for real financial liability for violations.<\/p>\n<p data-start=\"1803\" data-end=\"1843\">If the sick leave is found to be unjustified:<\/p>\n<ul data-start=\"1844\" data-end=\"1985\">\n<li data-section-id=\"114cekd\" data-start=\"1844\" data-end=\"1894\">The pension fund may demand a refund of payments<\/li>\n<li data-section-id=\"11op4pt\" data-start=\"1895\" data-end=\"1944\">the doctor or medical institution reimburses the money spent<\/li>\n<li data-section-id=\"zmy6fc\" data-start=\"1945\" data-end=\"1985\">in case of refusal - recovery through the court<\/li>\n<\/ul>\n<hr data-start=\"1987\" data-end=\"1990\" \/>\n<h2 data-section-id=\"f1xe3r\" data-start=\"1992\" data-end=\"2022\">What it means for Ukrainians<\/h2>\n<p data-start=\"2024\" data-end=\"2230\">Increased control should reduce the number of fake sick leave claims and make the system more transparent.
