The new rules provide for the cancellation of payments and a clear mechanism for fixing damages.<\/p>\n<h2>When you don't have to pay for utilities<\/h2>\n<p data-start=\"378\" data-end=\"459\">According to <strong>by the draft law No. 13155<\/strong>, Ukrainians are exempted from paying for housing and communal services if they own their own home:<\/p>\n<ul data-start=\"461\" data-end=\"525\">\n<li data-section-id=\"19uoejf\" data-start=\"461\" data-end=\"481\">completely destroyed<\/li>\n<li data-section-id=\"xkb4nf\" data-start=\"482\" data-end=\"525\">damaged and uninhabitable<\/li>\n<\/ul>\n<p data-start=\"527\" data-end=\"544\">In such cases:<\/p>\n<ul data-start=\"546\" data-end=\"648\">\n<li data-section-id=\"j2avm6\" data-start=\"546\" data-end=\"600\"><strong data-start=\"548\" data-end=\"598\">accrual is stopped in full or in part<\/strong><\/li>\n<li data-section-id=\"1008an\" data-start=\"601\" data-end=\"648\">payment is not made until the housing is restored<\/li>\n<\/ul>\n<p data-start=\"650\" data-end=\"737\">The decision is based on an official inspection of the property.<\/p>\n<hr data-start=\"739\" data-end=\"742\" \/>\n<h2>How the new mechanism works<\/h2>\n<p data-start=\"779\" data-end=\"802\">The procedure looks like this:<\/p>\n<ol data-start=\"804\" data-end=\"944\">\n<li data-section-id=\"v0tl40\" data-start=\"804\" data-end=\"841\">Commission records damage to housing<\/li>\n<li data-section-id=\"d3qsua\" data-start=\"842\" data-end=\"902\">Data is shared with authorities and service providers<\/li>\n<li data-section-id=\"jqwbj8\" data-start=\"903\" data-end=\"944\">The accrual is automatically stopped<\/li>\n<\/ol>\n<p data-start=\"946\" data-end=\"956\">Important:<\/p>\n<ul data-start=\"957\" data-end=\"1108\">\n<li data-section-id=\"wpezml\" data-start=\"957\" data-end=\"1007\">the adjustment takes place <strong data-start=\"984\" data-end=\"1005\">from the date of destruction<\/strong><\/li>\n<li data-section-id=\"1ayctx7\" data-start=\"1008\" data-end=\"1108\">no need to contact each supplier on your own<\/li>\n<\/ul>\n<hr data-start=\"1110\" data-end=\"1113\" \/>\n<h2>What will happen to different types of housing<\/h2>\n<p data-start=\"1156\" data-end=\"1180\">The law separates the situations:<\/p>\n<ul data-start=\"1182\" data-end=\"1370\">\n<li data-section-id=\"yj1wxi\" data-start=\"1182\" data-end=\"1237\"><strong data-start=\"1184\" data-end=\"1201\">Destroyed housing<\/strong> \u2192 utility bills are cancelled in full<\/li>\n<li data-section-id=\"a9zaxa\" data-start=\"1238\" data-end=\"1308\"><strong data-start=\"1240\" data-end=\"1260\">Damaged housing<\/strong> \u2192 payments are suspended for the period of ineligibility<\/li>\n<li data-section-id=\"17azair\" data-start=\"1309\" data-end=\"1370\"><strong data-start=\"1311\" data-end=\"1329\">Houses with condominiums<\/strong> \u2192 decisions can be made by co-owners<\/li>\n<\/ul>\n<p data-start=\"1372\" data-end=\"1501\">There is also no charge for the maintenance of the building if it is not fit for use.<\/p>\n<hr data-start=\"1503\" data-end=\"1506\" \/>\n<h2>An important new norm<\/h2>\n<p data-start=\"1537\" data-end=\"1551\">The law introduces:<\/p>\n<ul data-start=\"1553\" data-end=\"1687\">\n<li data-section-id=\"e3z8aj\" data-start=\"1553\" data-end=\"1628\"><strong data-start=\"1555\" data-end=\"1596\">Prohibition of debt enforcement<\/strong>, that arose during the occupation<\/li>\n<li data-section-id=\"1nx3edm\" data-start=\"1629\" data-end=\"1687\">mandatory recording of losses for further compensation<\/li>\n<\/ul>\n<p data-start=\"1689\" data-end=\"1778\">This protects owners from unfair payments.<\/p>\n<hr data-start=\"1780\" data-end=\"1783\" \/>\n<h2>When the new rules will apply<\/h2>\n<p data-start=\"1823\" data-end=\"1849\">The new rules apply:<\/p>\n<ul data-start=\"1851\" data-end=\"1962\">\n<li data-section-id=\"2n7a5q\" data-start=\"1851\" data-end=\"1885\">during the entire period of martial law<\/li>\n<li data-section-id=\"17kdugg\" data-start=\"1886\" data-end=\"1962\">more <strong data-start=\"1891\" data-end=\"1922\">1 year after its completion<\/strong><\/li>\n<\/ul>\n<hr data-start=\"1964\" data-end=\"1967\" \/>\n<h2 data-section-id=\"hchkd7\" data-start=\"1969\" data-end=\"1980\">Conclusion.<\/h2>\n<p data-start=\"1982\" data-end=\"2052\">Draft Law No. 13155 fundamentally changes the approach to utility payments:<\/p>\n<ul data-start=\"2054\" data-end=\"2189\">\n<li data-section-id=\"nhh13v\" data-start=\"2054\" data-end=\"2104\">People will no longer pay for destroyed housing<\/li>\n<li data-section-id=\"1w8k370\" data-start=\"2105\" data-end=\"2151\">an automatic write-off mechanism is introduced<\/li>\n<li data-section-id=\"qvjse6\" data-start=\"2152\" data-end=\"2189\">The state is streamlining the accounting of losses<\/li>\n<\/ul>\n<p data-start=\"2191\" data-end=\"2272\">This is one of the key steps to protect Ukrainians who
