The National Bank of Ukraine has allowed banks to waive the requirement to confirm the source of wealth from politically exposed persons (PEPs) under certain conditions. The new rules simplify the procedures for politicians, judges, ministers and heads of state agencies.<\/p>\n

The essence of the changes from the National Bank<\/h2>\n

The National Bank of Ukraine has allowed banks not to require documents on the origin of funds from clients with PEP status. This includes politicians, members of parliament, judges, ministers and heads of state bodies. The new requirements apply only if three conditions are met.<\/p>\n

In particular, banks may not conduct additional verification if the client's transactions are low-risk, there are no suspicions of money laundering or terrorist financing, and the accounts are used primarily for salaries or social payments, or the turnover does not exceed UAH 400,000 per month.<\/p>\n

Criteria for simplifying the audit<\/h2>\n

According to NBU decision<\/a>, banks will not require confirmation of the source of wealth if the client has not committed any violations and does not raise suspicions in the bank. In addition, it is important that there are no suspicions of money laundering or terrorist financing.<\/p>\n

Another condition is that the accounts are used primarily to receive salaries or social benefits, or if the turnover on the accounts does not exceed UAH 400,000 per month. In this case, politicians and officials may not provide additional documents to prove the origin of the funds.<\/p>\n

New approach to PEP status<\/h2>\n

The NBU has also allowed banks to transfer politically exposed persons to regular financial monitoring, as for ordinary clients. This is possible even though the PEP status formally remains lifelong and extends to relatives.<\/p>\n

From now on, banks are entitled to apply a standard level of control to such clients if they meet the specified criteria. This means that politicians and officials will be able to avoid enhanced financial monitoring if they are not suspicious.<\/p>\n

Context and next steps<\/h2>\n
