The financial flows were routed through shell companies, dropships and fictitious imports, which led to the blocking of transactions and the seizure of accounts of the scheme participants.<\/p>\n<h2>Exposing a multi-level scheme<\/h2>\n<p>The State Financial Monitoring Service, together with law enforcement agencies, identified a complex <a href=\"https:\/\/ukrmedia.news\/en\/economics\/3-billion-neiakisnyh-mins-were-recovered\/\">scheme<\/a>, The Ministry of Defence of Ukraine has initiated a criminal investigation related to the embezzlement of budget funds. The matter concerns more than UAH 800 million allocated for the purchase of unmanned aerial vehicles for defence purposes.<\/p>\n<p>The funds were transferred to the accounts of the shell companies and then distributed in several ways. These included massive payments to individuals, including drops, as well as transfers to intermediary companies involved in import operations.<\/p>\n<h2>Fictitious imports and dissipation of funds<\/h2>\n<p>Even imports of goods unrelated to actual UAV procurement were arranged through the involved companies. Such transactions include clothing, footwear, and perfumes that are not related to defence contracts.<\/p>\n<p>In fact, the scheme allowed defence funds to be dispersed through fictitious imports and companies with signs of a conversion centre. This may indicate not only embezzlement, but also obstruction of the activities of the Ukrainian Defence Forces.<\/p>\n<h2>Response of the State Financial Monitoring Service and law enforcement agencies<\/h2>\n<p>The State Financial Monitoring Service of Ukraine stopped all expenditure transactions on the accounts of the scheme participants. The investigation materials have been handed over to law enforcement agencies for further action.<\/p>\n<p>Based on financial intelligence, the accounts of the scheme participants have already been seized.
