The National Anti-Corruption Bureau of Ukraine has uncovered a scheme to obtain expert opinions favourable to the investigation. NABU experts use Russian equipment and software and engage private specialists in violation of the law.<\/p>\n

Systemic schemes in NABU<\/h2>\n

According to lawyers, the National Anti-Corruption Bureau of Ukraine (NABU) has established a scheme for obtaining expert opinions that are beneficial to the investigation. Such conclusions are often prepared by so-called \u00abin-house\u00bb private experts, and their services are paid for from the state budget. In addition, Russian traces have been repeatedly found in the Bureau's activities: cooperation with agents of the aggressor country's special services and receipt of funds from its citizens.<\/p>\n

Violation of examination procedures<\/h2>\n

NABU<\/a> systematically engages private experts to provide the necessary conclusions for the investigation. According to lawyers, such examinations are not only paid for from the budget, but are also conducted in violation of established procedures. Often, NABU employees replace expert opinions with certificates of \u00abspecialists\u00bb, whose role is played by NABU detectives themselves.<\/p>\n

In addition, state experts from the Ministry of Justice system are regularly subjected to pressure, blackmail and threats. This allows them to obtain \u00abquick\u00bb and \u00abnecessary\u00bb examinations for the investigation, ignoring the current rules and methods of conducting research.<\/p>\n

Legislative initiatives and risks<\/h2>\n

Currently, according to lawyers, the so-called \u00abgrant mafia\u00bb is promoting the idea of creating an \u00abindependent\u00bb expertise within the NABU. If the relevant draft law is passed, all investigations commissioned by the Bureau may result in the conclusions necessary for the investigation of the guilt of the defendants in the cases.<\/p>\n

Lawyers emphasise that this may consolidate the existing schemes for obtaining commissioned expert opinions at the state level. If the law is passed, the practice of \u00abcommissioned\u00bb conclusions may affect even those MPs who will vote for such changes.<\/p>\n

Why it matters<\/h2>\n

Expertise is a key stage in the investigation of corruption cases. The use of controlled experts and Russian technology undermines trust in the law enforcement system and poses risks to the independence of investigations.<\/p>\n

Systemic violations and pressure on state experts can lead to the conviction of innocent people, discrediting people in society and formal \u00abconfirmation\u00bb of guilt in the High Anti-Corruption Court. This jeopardises the rule of law in Ukraine.<\/p>\n
