Starting from 20 May, the rules of work of family doctors and issuing referrals will change in Ukraine. Doctors warn of a possible increase in queues.<\/p>\n

Ukrainians warned of new rules for receiving referrals<\/h2>\n

Starting from 20 May, Ukraine will change the way family doctors and medical information systems work. The main innovations are it will no longer be possible to get a referral to a specialist \u00abby phone\u00bb or through a nurse<\/strong>. Patients will have to make an appointment with a doctor.<\/p>\n

The new rules are related to the upgrade of the electronic healthcare system (EHR) and the transition to the principle of \u00abone account - one person\u00bb. This means that access to the healthcare system will be assigned only to a specific doctor, without the possibility of using shared logins by nurses or other employees.<\/p>\n

Why the system of family doctors' work is being changed<\/h2>\n

The Ministry of Health and the NHSU explain that the changes are primarily aimed at improving cybersecurity, protecting patients' personal data, and making healthcare professionals personally responsible for each referral or prescription they issue.<\/p>\n

New technical requirements were approved Order of the NHSU No. 138 of 20 March 2026<\/a>. From now on, every action in the EHR system must be performed only by an authorised doctor under his or her own account.<\/p>\n

In fact, this means the end of the practice when some documents - referrals, prescriptions or records - were drawn up by nurses on behalf of a doctor.<\/p>\n

What will change for patients after 20 May<\/h2>\n

Patients who are used to receiving referrals remotely or without a full appointment will feel the innovation most.<\/p>\n

Now you will need a routine referral to a cardiologist, neurologist, endocrinologist or for an examination:<\/p>\n

    \n
  • make an appointment with a family doctor;<\/li>\n
  • come to the appointment at the appointed time;<\/li>\n
  • undergo a consultation;<\/li>\n
  • only then receive an electronic referral.<\/li>\n<\/ul>\n

    Doctors have already warned of a possible increase in queues and workload on primary care. According to family doctors, doctors will now have to do some of the work that nurses used to do personally.<\/p>\n

    This may especially affect patients with chronic diseases who regularly receive referrals or undergo routine examinations.<\/p>\n

    When a referral is not required<\/h2>\n

    However, the new rules do not apply to urgent cases. In case of emergency care or hospitalisation, a referral is not required.<\/p>\n

    In addition, the NHSU reminds us that some specialised examinations should be carried out directly by narrow-profile doctors, not family doctors.<\/p>\n

    For example:<\/p>\n

      \n
    • the neurologist issues a referral for MRI;<\/li>\n
    • cardiologist - for a CT scan of blood vessels;<\/li>\n
    • surgeon - for preoperative tests.<\/li>\n<\/ul>\n

      This should also reduce the unnecessary burden on family doctors.<\/p>\n

      Ukraine is moving to digital healthcare<\/h2>\n

      At the same time, Ukraine continues to digitise its medical system. In 2026, an electronic patient account was already launched, where you can:<\/p>\n

        \n
      • file declarations online;<\/li>\n
      • change personal data;<\/li>\n
      • check information about the doctor;<\/li>\n
      • manage access to medical data.<\/li>\n<\/ul>\n

        In the future, electronic prescriptions, medical records, and referrals will also be available in the patient's office.<\/p>\n

        Why Ukrainians are warned about possible queues<\/h2>\n

        Experts note that the transition period may be accompanied by an increase in waiting times for appointments with family doctors. The reason for this is a sharp increase in the number of personal consultations for paperwork.<\/p>\n

        In some medical institutions, patients are already encouraged to plan their visits in advance, especially if they need routine referrals or prescriptions.<\/p>\n

        At the same time, the Ministry of Health emphasises that the new system should make eHealth more secure and transparent, as well as minimise the risks of unauthorised access to personal health data of Ukrainians.<\/p>","protected":false},"excerpt":{"rendered":"
