Investigative actions are currently underway in three main departments of the National Police in connection with a large-scale corruption scheme. According to the investigation, the heads of the police in Ivano-Frankivsk, Ternopil and Zhytomyr regions may have facilitated the illegal activities of a network of \u00abporn offices\u00bb.<\/p>\n

Details of a large-scale operation<\/h2>\n

Pros. information<\/a> The Prosecutor General's Office, the Security Service of Ukraine and prosecutors exposed an organised corruption scheme within the National Police. The investigation established that the heads of territorial police units in Ivano-Frankivsk, Ternopil and Zhytomyr regions could ensure the unimpeded operation of so-called \u00abporn offices\u00bb. Erotic and pornographic video products were illegally created and distributed via the Internet in these premises.<\/p>\n

Today, simultaneously, three regional police departments are conducting searches<\/a> and other urgent investigative actions. The aim of the operation is to identify all officials who could have been involved in the scheme, check their role and provide a legal assessment of the actions of police leaders who, instead of fighting crime, could have provided cover for it.<\/p>\n

How the scheme worked<\/h2>\n

According to the investigation, the driver of one of the Deputy Ministers of Internal Affairs of Ukraine was an intermediary between the organisers of the \u00abporn offices\u00bb and police officials. Using his connections in the leadership of the National Police, he negotiated non-interference in the work of the illegal business.<\/p>\n

Every month, the heads of regional police departments received USD 20,000 as a \u00absubscription fee\u00bb, with another USD 5,000 going to the intermediary. In return for this money, police officers were not to respond to the activities of the \u00abporn offices\u00bb, not to document offences and not to warn of possible inspections. For conspiracy purposes, the scheme participants used symbols, communicated via messengers and discussed details in person.<\/p>\n

The investigation documented several transfers of funds. In February 2026, the intermediary received $45,000, and in April - another $25,000. Some of the money was intended for police chiefs, some for him personally. There was also a transfer of $20,000 to a police officer through a close associate who was unaware of the criminal nature of the actions.<\/p>\n

Today, the intermediary was detained after receiving another tranche of $25,000. Of this amount, 20,000 was to be transferred to one of the heads of the regional police, and 5,000 to the intermediary.<\/p>\n

Government response and further steps<\/h2>\n

Within the framework of criminal proceedings, one of the law enforcement officers was served a notice of suspicion of \u0447. 4 Art. 368 of the Criminal Code of Ukraine<\/em><\/strong> - obtaining an unlawful benefit in a particularly large amount by a group of persons by prior conspiracy. The operation is conducted with the assistance of the Minister of Internal Affairs and the Internal Security Department of the National Police.<\/p>\n

The investigation is ongoing to identify all those involved in the scheme. Law enforcement officers plan to provide a legal assessment of the actions of each official who may have been involved in criminal activity.<\/p>\n
